आंदोलन के दबाव में हरियाणा बिजली निगम मेनेजमेंट को 18 सब डिवीजन को निजी हाथों में सौंपने का फैसला स्थगित करने पर मजबूर होना पड़ा : सुभाष लांबा
हरियाणा में सत्तारूढ़ भाजपा जजपा सरकार ने बिजली कर्मचारियों द्वारा आंदोलन में दिखाए कड़े तेवरों को देखते हुए एक बार पुनः दक्षिण हरियाणा बिजली वितरण निगम (डीएचबीवीएन) को 18 सब डिवीजन में निजी हाथों में सौंपने के फैसले को स्थगित करने पर मजबूर होना पड़ा है। इससे पहले भी भाजपा सरकार ने सन् 2016 में 23 सब डिवीजन को निजी हाथों में सौंपने का फैसला लिया था। इसके खिलाफ हरियाणा के बिजली कर्मचारियों ने व्यापक एकता के साथ तीन दिवसीय ऐतिहासिक हड़ताल की थी। जिसके बाद ही सरकार ने यू-टर्न लेने पर मजबूर होना पड़ा था। उल्लेखनीय है कि हरियाणा में वितरण की दो (दक्षिण व उत्तरी) प्रसारण व उत्पादन की एक एक निगम कार्य कर रही है। यह सरकार के मातहत ही है। लेकिन इनमें बड़े पैमाने पर वर्क आउटसोर्स किया जा चुका है। वितरण निगमों में तो मीटर रीडिंग,बिल बांटने,कैश कलेक्शन करने,बिल बनाने,नए कनेक्शन देने, सभी प्रकार की नई लाइनें खिंचने,सब स्टेशन का निर्माण करने आदि कार्य निजी हाथों में दिया जा चुका है। आपरेशन एंड मेंटीनेंस का बड़ा काम अभी वितरण निगमों के ही पास है।

हरियाणा में सत्तारूढ़ भाजपा-जजपा सरकार की निजीकरण की नीतियों को आगे बढ़ाते हुए दक्षिण हरियाणा बिजली वितरण निगम (डीएचबीवीएन) ने निगम में भारी संख्या में खाली पड़े पदों के कारण उपभोक्ताओं को संतोषजनक सेवाएं न देने का बहाना बनाकर 18 सब डिवीजन को निजी हाथों में सौंपने का फैसला लिया। इसमें 12 सब डिवीजन गुरुग्राम,5 फरीदाबाद और एक सब डिवीजन रेवाड़ी सर्कल की शामिल थी। निगम मेनेजमेंट ने 18 सब डिवीजन के आपरेशन एंड मेंटीनेंस के कार्यों को बहुत ही गोपनीय तरीके से निजी हाथों में सौंपने के लिए अप्रैल व मई,2023 में टेंडरिंग प्रक्रिया शुरू की। फरीदाबाद, गुरुग्राम-1 व 2 व रेवाड़ी सर्कल ने जैसे ही आउटसोर्स करने के लिए मेमोरंडम बिजली निगम के हैड आफिस हिसार को टेंडर करने की एडमिनिस्ट्रेटिव परमिशन के लिए भेजा ,इसकी जानकारी इलेक्ट्रिसिटी एम्पलाइज फैडरेशन ऑफ इंडिया (ईईएफआई) से संबंधित ऑल हरियाणा पावर कारपोरेशनज वर्कर यूनियन के फरीदाबाद सर्कल के नेतृत्व को प्राप्त हो गई। सर्कल कमेटी फरीदाबाद ने आपरेशन सर्कल के अधीक्षक अभियंता से इस मामले में बातचीत की गई तो वह मामले को टालते हुए नजर आए। जब यूनियन के नेतृत्व ने उन्हीं के द्वारा हैड आफिस को भेजे गए मेमोरंडम को दिखाया तो वह सब कुछ स्वीकार कर गए। यूनियन ने मेनेजमेंट को कहा कि खाली पड़े पदों को भर बेरोजगारों को रोजगार देने की बजाय निगम सब डिवीजन को निजी हाथों में सौंपने की तैयारी में है। जिसका डटकर विरोध किया जाएगा।

सर्कल कमेटी ने तूरंत लिया आंदोलन का लिया फैसला
ऑल हरियाणा पावर कारपोरेशनज वर्कर यूनियन की फरीदाबाद सर्कल कमेटी ने राज्य कमेटी से बातचीत करके 17 जून को आपात बैठक बुलाई। बैठक में इलेक्ट्रिसिटी एम्पलाइज फेडरेशन ऑफ इंडिया (ईईएफआई) व ऑल हरियाणा पावर कारपोरेशनज वर्कर यूनियन के उपाध्यक्ष सुभाष लांबा व वरिष्ठ उपाध्यक्ष शब्बीर अहमद गनी ने भी भाग लिया। बैठक में सरकार के निर्देश पर दक्षिण हरियाणा बिजली वितरण निगम मेनेजमेंट द्वारा फरीदाबाद सर्कल की पांच सब डिवीजन को निजी हाथों में सौंपने की घोर निन्दा की गई। बैठक में इस फैसले को बिजली निगम, कर्मचारी एवं उपभोक्ता तथा नौजवान विरोधी बताते हुए इसके खिलाफ चरणबद्ध आंदोलन करने का फैसला लिया गया। जिसके अनुसार प्रत्येक कर्मचारी को मेनेजमेंट के फैसले और उसके पड़ने वाले प्रभावों की जानकारी देने के लिए पहले चरण में यूनियन की प्राथमिक इकाई सब डिवीजन स्तर पर 20-21 जून को विरोध गेट मीटिंग एवं प्रदर्शन किए गए। अगले चरण में 23 जून,2023 को डिवीजन स्तर पर विरोध प्रदर्शन किए और चारों कार्यकारी अभियंताओं को ज्ञापन सौंपे। आंदोलन की अगली कड़ी में 27 जून को फरीदाबाद सर्कल बन्द करने का ऐलान किया गया।

राज्य कमेटी ने मेनेजमेंट को दी चेतावनी :
फरीदाबाद में शुरू हुए आंदोलन के साथ एकजुटता प्रकट करने और 18 सब डिवीजन को निजी हाथों में सौंपने के खिलाफ ऑल हरियाणा पावर कारपोरेशनज वर्कर यूनियन ने भी 27 जून,2023 को काले बिल्ले लगाकर प्रदेशभर में सब डिवीजन स्तर पर विरोध प्रदर्शन करने का फैसला लिया और निगम मेनेजमेंट को चेतावनी दी कि अगर यूनियन के चल रहे आंदोलन की अनदेखी कर 18 सब डिवीजन को निजी हाथों में सौंपने की जिस दिन बिडिंग ओपन की तो प्रदेश भर में कर्मचारी कार्यबहिष्कार कर इसका डटकर विरोध करेंगे।

इस फैसले का राज्य कमेटी की ओर से दक्षिण हरियाणा बिजली वितरण निगम मेनेजमेंट और राज्य सरकार को नोटिस दिया गया।:
पूर्व घोषित कार्यक्रम अनुसार 27 जून,2023 को पांच सब डिवीजन को निजी हाथों में सौंपने के खिलाफ दक्षिण हरियाणा बिजली वितरण निगम के फरीदाबाद सर्कल आफिस जबरदस्त प्रदर्शन किया। प्रदर्शन में भारी संख्या में तकनीकी एवं क्लेरिकल स्टाफ के कर्मचारियों ने भाग लिया। जिसके कारण सर्कल का काम काज ठप्प हो गया। इस प्रदर्शन इ सर्व कर्मचारी संघ हरियाणा से संबंधित दर्जनों विभागीय संगठनों के नेताओं ने संबोधित किया और आंदोलन के साथ एकजुटता प्रकट की।

आंदोलन को जोन के सभी सर्किलों में तेज करने का फैसला :
गुरुग्राम, फरीदाबाद, पलवल, रेवाड़ी व नारनौल सर्कल दक्षिण हरियाणा बिजली वितरण निगम के दिल्ली जोन में पड़ते हैं। इन्हीं सर्कलों की 18 सब डिवीजन को निजी हाथों में सौंपने का फैसला लिया गया था। इसलिए यूनियन ने दिल्ली जोन के सभी पदाधिकारियों की 23 जून को आपात बैठक बुलाई। इस महत्वपूर्ण बैठक में ईईएफआई एवं एएचपीसी वर्कर यूनियन के उपाध्यक्ष सुभाष लांबा, वरिष्ठ उपाध्यक्ष शब्बीर अहमद गनी, डिप्टी जरनल सेकेट्री जितेन्द्र तेवतिया व उप प्रधान सुदामपाल शामिल रहे । इस बैठक में आंदोलन का विस्तार किया गया और जोन के सभी सर्किलों में आंदोलन शुरू करने का फैसला लिया गया। जिसके तहत 27 जून को सब डिवीजन स्तर पर,4 जुलाई को सभी डिवीजनों,20 जुलाई को सभी सर्किलों में विरोध प्रदर्शन करने का फैसला लिया गया। इसके बाद भी सब डिवीजन की प्रक्रिया को रोका नहीं गया तो आन्दोलन के अगले चरण में 3 अगस्त,2023 को चीफ इंजीनियर दिल्ली जोन के कार्यालय का घेराव करने का फैसला लिया गया। मेनेजमेंट को इसका नोटिस दे दिया गया।

मेनेजमेंट ने यूनियन से बातचीत करने पर होने पड़ा मजबूर :
आंदोलन बढ़ता देख और आंदोलन में बिजली कर्मचारियों के कड़े तेवरों को देखते हुए दक्षिण हरियाणा बिजली वितरण निगम मेनेजमेंट ने सब डिवीजन को निजी हाथों में सौंपने के मामले में ऑल हरियाणा पावर कारपोरेशनज वर्कर के नेतृत्व को बातचीत के 30 जून को बातचीत के लिए आमंत्रित किया। यूनियन के चेयरमैन देवेन्द्र हुड्डा, प्रधान सुरेश राठी, वरिष्ठ उपाध्यक्ष शब्बीर अहमद गनी, डिप्टी जरनल सेकेट्री जितेन्द्र तेवतिया आदि के नेतृत्व में वार्ता कमेटी निगम मेनेजमेंट मिली और 18 सब डिवीजन निजी हाथों में सौंपने के नुकसानों को ठोस तर्कों के साथ अवगत कराया। निगम मेनेजमेंट का कहना था कि कर्मचारियों की भारी कमी के कारण सब डिवीजन को निजी हाथों में सौंपा जा रहा है। सुपरविजन निगम के कर्मचारियों एवं अधिकारियों की ही रहेगी। यह निजीकरण नहीं है ,वर्क आउटसोर्स है।

निजीकरण से हजारों ठेका कर्मियों की छंटनी होना लाजिमी, कंज्यूमर की परेशानियां भी बढ़ेगी।
यूनियन ने मेनेजमेंट को बताया कि 18 सब डिवीजन में आपरेशन एंड मेंटीनेंस के काम को 10-12 साल से हजारों ठेका कर्मचारी काम कर रहे हैं। यह काम निजी हाथों में सौंपे जाने के बाद प्राईवेट कंपनी अपने स्टाफ को तैनात करेगी तो पहले से वहां तैनात हजारों ठेका कर्मचारियों की छंटनी होगी। क्योंकि बिजली निगम पहले से तैनात ठेका कर्मचारियों और प्राईवेट कंपनी एक ही काम की दोनों को पेमेंट नहीं कर सकती। यूनियन का मानना है कि जिन सब डिवीजनों को निजी हाथों में सौंपा जाएगा, वहां के रेगुलर स्टाफ को भी अन्य दूर-दूराज की सब डिवीजनों में बदला जाएगा। प्राईवेट कंपनी बिजली मजदूरों को न्यूनतम वेतन तक नहीं देगी, सेवा सुरक्षा व अन्य सुविधाएं देना तो दूर की बात है।

कंज्यूमर की दिक्कत और एक्सीडेंट भी बढ़ेंगे , निगम के रिवेन्यू में आएगी कमी
यूनियन का मत है कि प्राइवेट कंपनी के पास बिजली की चालू लाइनों पर काम करने के अनुभव वाला स्टाफ नहीं होगा। लालच की वशीभूत प्राईवेट कंपनी अनट्रेंड मजदूरों को इस काम पर लाएगा। अनुभवहीन मजदूरों के चालू लाइनों पर काम करने पर एक्सीडेंट होंगे और दर्जनों नौजवान अकाल मृत्यु का शिकार होंगे। अनट्रेंड स्टाफ होने के कारण वह आपरेशन एंड मेंटीनेंस के काम को संभाल नहीं पाएंगे। वह बिजली आपूर्ति को सुचारू रूप से चलाने में विफल रहेंगे। इससे उपभोक्ताओं की परेशानियां भी बढ़ेगी। अगर बिजली आपूर्ति सुचारू रूप से नहीं चल पाई तो फरीदाबाद व गुरुग्राम जैसे सर्कलों से आने वाले भारी रिवेन्यू में भी गिरावट आएगी। निजीकरण में आपरेशन एंड मेंटीनेंस के लिए सभी सामान वितरण निगम को ही देना होगा, इसलिए यहां भी भ्रष्टाचार बढ़ेगा। यूनियन ने मेनेजमेंट को बिल्कुल दो टूक शब्दों में कहा कि आपका निजीकरण का यह फैसला कर्मचारी, कंज्यूमर, निगम और नौजवानों के खिलाफ है। इसलिए यूनियन इसका डटकर विरोध करेगी। यूनियन के उक्त ठोस तर्कों के बाद निगम मेनेजमेंट ने 18 सब डिवीजन को निजी हाथों में सौंपने के फैसले को स्थगित करने का फैसला लिया गया।

वितरण निगम में स्टाफ की भारी कमी
दक्षिण हरियाणा बिजली वितरण निगम में बढ़े हुए वर्कलोड के कारण नई सब डिवीजन तो बनाई गई है, लेकिन वहां कोई भी नया स्टाफ नहीं लगाया गया है। कुछ सब डिवीजन में एसडीओ अवश्य पोस्ट कर दिए हैं। लेकिन वह बिना काम के ही वेतन ले रहे हैं। 31 मई,2023 के आंकड़े अनुसार निगम में 15788 टेक्निकल व 4876 क्लेरिकल यानी कुल 20164 पोस्ट स्वीकृत है। इनके विरुद्ध 5927 टेक्निकल और 1735 क्लेरिकल यानी कुल 7662 कर्मचारी कार्यरत हैं तथा 12505 पद रिक्त पड़े हुए हैं। इसी का बहाना बनाकर सरकार व निगम मेनेजमेंट सब डिवीजन को निजी हाथों में सौंपने का बार बार प्रयास कर रही है और यूनियन बार बार इसका विरोध कर रही है। ऐसा नहीं है कि यह पद एकाएक रिक्त हुए हैं। कर्मचारियों की रिटायरमेंट तेजी से हो रही है, लेकिन रिटायरमेंट के अनुपात में नयी भर्तियां नहीं हो रही है। स्वीकृत रिक्त पदों के विरुद्ध आउटसोर्स पर कर्मियों को लगाया जा रहा था और अब उसको भी बंद कर दिया गया है। स्टाफ की भारी कमी के कारण कर्मचारी एवं अधिकारी मानसिक तनाव में काम करने पर मजबूर हैं। यूनियन ठेका कर्मियों को नियमित करने और बाकी पदों को खाली पड़े पदों को पक्की भर्ती से भरने, निजीकरण पर रोक लगाने आदि मांगों को लेकर प्रदेशव्यापी आंदोलन चलाए हुए हैं।

According to decision of National Convention which was held 8th Dec, 2022, at Talkotra Stadium of New Delhi, A joint convention of Tripura State Govt.employees / PSU's and central Govt. employees organizations was held on 11th June, 2023 at Agartala Town hall on 8 demand. A huge gathering observe in that convention. The convention was start at 11AM and conclude at 2Pm. The president of All Indian State Govt, Employees Federation, Com Subash Lamba was the Chief Orator of this convention. The joint convention was organized by Tripura Employees Co-ordination Committed, BSNL employees Union, Bank employees federation of Tripura, TASECC, Insurance employees Union etc. Some decision was taken from that convention i.e. this type of convention also will be held at 8 district of our state within July, 2023 and a good numbers of employees will be attended at much gathering at Ramlila Maidan, New Delhi, on 3rd Nov, 2023.

To commemorate the 54th foundation day of CITU, West Bengal State Electricity Workmens Union - headquarters divisional committee and north 24 pgs district committee aling with West Bengal State Electricity Shilpa Sahayak Union, North 24 Pgs district committee organised a voluntary blood donation camp and health checkup camp at Vidyut Bhawan - the State headquarters of the government distribution and transmission utility of West Bengal. The day started with flag hoisting with grand presence and was followed by the inaugural ceremony of the camp. The same started with a skit performed by the cultural subcommittee of rhe headquarters divisional committee of WBSEWMU. The event was inaugurated by Com. Shamik Lahiri, Central Committee member of CPI(M) and was graced by the presence of Com. Prasanta N Chowdhury, General Secretary, EEFI and Com. Somenath Bhattacharya, West Bengal State secretariat member, CITU. The vision was to limit the number of donors to 54 in attempt to commemorate the 54th foundation day of CITU. The same was achieved and an additional 26 voluntary donors were enrolled for future donation in times of emergency. The event was largely attended by leadership of almost all the unions/associations of the state power utility of West Bengal. Moreover, there was active participation from employees across the union/association cross-section of WBSEDCL,WBSETCL,WBPDCL.

International working womens day was celebrated by West Bengal State Electricity Workmens Union at Vidyut Bhawan - the state head quarter of the west bengal power distribution utility. The celebration started with rakshabandhan wherein the male workers tie the female workers, raising the call for gender equality at workplace. The lunch hour hosted a cultural event in the form of a musical drama performed by the members of the union. With participants across all strata and organisations present in the power sector of west bengal, 5 performances were staged impromptu by non-members. Huge gathering from non members of the union helped in true implementation of 'reach the unreached'. The cultural subcommittee and the working women subcommittee worked hand in hand to stage such a pompous event which delivered the history of women struggle for rights. Reaching the unreached has been the key call.

  Maharashtra Rajya Swabhimani Vidyut Workers Union convention

The Second State Convention of Maharashtra Rajya Swabhimani Vidyut Workers Union (R.No. 5386) was concluded on 25th and 26th February 2023 in Amravati. Convention of the Chairman was Hon. Com. P. B. Uke. The session was inaugurated by Hon. Com. Adv. M. H. Sheikh General Secretary of the CITU Maharashtra.

Before starting the convention, flag salutation was done as per tradition. The guests were then installed on the dais of the late Sharad Khole Auditorium. The lamp was lit and the image of the great man was worshipped. As the welcome chairman of this convention Hon. Com. Prof. Udayan Sharma Labor Leader and Hon. Mr. S. W. Sherekar Chief Engineer, Head Office Mumbai, Hon. Com. K. R. Raghu (Treasurer of the Citu) was mainly present. First of all, the general secretary of the organization Hon. Com. Rajesh Kathale introduced and presented the General Secretary's report. The injustice being done to the workers in the said electricity company, in the matter of privatization, is strongly opposed by the association. For that, awareness is being spread across the state by holding door-to-door meetings. How will this affect the people of the state? Dignitaries gave guidance in this regard.

On the second day of the session, on 26/02/2023, the report of the General Secretary was discussed. The General Secretary answered all the questions. After that 10th resolutions were passed for the benefit of the workers and for the farmers and farm laborers of the state. A new executive committee was also formed. At the end, the workers concluded by singing the national anthem.

  Himachal Pradesh State Electricity Board Employees Union has vehemently opposed the draft Electricity Amendment Bill, 2020

Himachal Pradesh State Electricity Board Employees Union has vehemently opposed the draft Electricity Amendment Bill, 2020 and has written a memorandum to the Chief Minister Himachal Pradesh urging him to oppose the draft Bill as it is against the interest of country’s people. The Union has alleged that the draft Bill was notified unethically taking advantage of countrywide lockdown. The MoP has for long been trying to amend the Electricity Act, 2003. But its attempts at amending this piece of legislation have been facing stiff resistance from the National Coordination Committee of Electricity Employees and Engineers (NCCOEEE) and most of the state governments have also been vetoing such attempts. Kuldeep Singh Kharwara, President of the union has said that it would fight the draft bill both ‘tooth and nail’.

It needs mention that the Union Ministry of Power (MoP) notified the draft Bill on 17th April, 2020, initially giving the stakeholders only 21 days time to submit their comments, objections etc, on it. But after strong resistance from electricity employees and engineers the Union Ministry had to extend the time for the purpose till 5th June, 2020.

The Bill mainly aims at privatizing the state run power distribution companies (DISCOMs) and abolishing cross subsidy in tariff. This will result hike in power tariff, making power consumption unaffordable for the low and lower income group consumers. Besides, the draft Bill has sought to create an Electricity Contract Enforcement Authority with the design to dilute the powers of the state and Central Electricity Authority. On top of all the proposals the draft Bill has sought curtail the powers of the state governments, going against the very essence of the Indian constitution said the union.

Himachal Pradesh having different geographical conditions, there are huge variations in electricity supply cost per unit in rural areas and urban areas. Presently, higher supply cost of rural area is being met out by cross subsidizing the same with industrial consumers. As per proposed amendment cross subsidization will be stopped and it would lead to a “steep hike” in power bills for rural/tribal areas consumers of the state. Besides, there will be cherry picking revenue viable areas will be picked up by the private player and rural areas will left with HPSEBL. In such a situation it would be difficult to HPSEBL to disburse pension to its more than 25000 pensioners. Union has appealed to the people of the state, as they are the most sufferers, to resist the draft Bill in the greater interest of the country.

On the call of National Coordination Committee of Electricity Employees and Engineers (NCCOEEE) electricity employees and engineers will bear black badges on 1st June, 2020 against these proposed anti consumers and abut amendments.

Thousands of Contract Workers in Tamilnadu Electricity Board led by COTEE-CITU,went on Picketing demanding equal wage for equal works till regularization. More than 8500 workers were arrested on 14th November,2018throughout Tamilnadu.
