The National Co-ordination Committee of Electricity Employees and Engineers (NCCOEEE) a broad based platform of all major Federations of Power sector employees and engineers met at Delhi on 25th June, 2015 to review the situation in the industry as well implication on enactment of Electricity (Amendment) Bill 2014 initiated in the Lok Sabha on 19th December 2014 along with the report of the Parliamentary Standing Committee on Energy. Com A B Bardhan presided over the meeting. After detailed deliberation and exchange of opinion among the participants, following decisions were arrived upon. All NCCOEEE constituents are to be fully active and prompt to implement the campaign and action Plan detailed hereunder:
1. NCCOEEE will develop an open letter addressed to the Prime Minister of India quoting the view points of NCCOEE constituents, State Governments submitted before the Parliamentary standing Committee on Energy on the awful and ruinous consequences of Electricity (Amendment) Bill 2014 demanding cancellation of enactment process of the impugned Bill. Copies of the open letter will be sent to all members of the Parliament and all political parties concerned with the request to oppose the Bill to up held the larger interest of people to have affordable and uninterrupted access to electricity. Besides NCCOEEE National Platform, all National Federations will send memorandum to Prime Minister, Energy Minister and Labour Minister with the same content.
2. In order to have widest protest registered through all the state Governments and power sector utilities, NCCOEEE state level constituents will submit memorandum with same spirit and content to the respective Chief Ministers, Power Ministers and Chairman / CEO of the power utilities concerned..
3. In order to create awareness among the public from different walks of life as well electricity employees and engineers on the adverse consequences of this Bill, Regional, State and down the level Mass Conventions will be organized by NCCOEEE. Widest campaign is needed to be developed jointly by NCCOEEE as well its constituents independently as par their capability and strength on the common spirit and content in all possible forms. Reports of those numerous initiatives are to be sent to National forum of NCCOEEE through the concerned state organizations and national federations. Schedule of Regional Convention is set below:

4. It is expected that the Central Government, as the Apex body of Federal Union of States will pay heed to the opinion of the State Governments along with major stake holders of the Power sector of India and withdraw the Electricity (Amendment) Bill 2014. Unless, Electricity Employees and Engineers will observe one day Token Strike / Work Boycott on the scheduled date of placing the Bill for discussion in either of the Houses of Parliament.
5. In the concluding paragraph of the Memorandum to be submitted to the Chairman / CEO of the power utilities concerned, it should be clearly and conspicuously mentioned, at the event of declination of Government of India to concede to the demands of Electricity Employees and Engineers, this letter may kindly be treated as a Strike Notice. Copy of this notice should be sent to all Chief Ministers and other statutory authorities concerned.
