NCCOEEE Convention at New Delhi

The Electricity Employees and Engineers in Indian Power Sector under the banner of National Coordination Committee of Electricity Employees & Engineeers was held on 7th July 2001 at Gandhi Memorial Auditorium, Pyarelal Bhawan, B.S.Z Marg New Delhi. Power men from all over the country participated the Central Power Sector was represented by Er. Rakesh Pandey Secy. (Pub & PR), NTPC Executive Federation of India and Com. Debasish Maitra, Genrl. Secy. Power Transmission Employees and workers Union.
Com. B.S. Meel welcomed all the delegates and Com. E. Balanandan placed the resolution before delegates which was supported first by Com. Chkradhar Singh. Thereafter the Speaker’s while supporting the resolution highlighted the adverse impacts of the disastrous power policy on the development of the nation. The speakers were Er. K.C. Naikwadi, Sailendra Dubey, H.N. Mishra, Akhtar Hussain, K. Ashok Rao, M. Mohammed, C.S. Mandyal, D. Janakiraman and others.

Resolution

  1. This convention takes notice of the anticipated decision of the Central Trade Unions to call for an All India strike in the near future.
  2. We shall be associated with and support the strike in the form of tool down and pen down strike.
  3. We demand that the Government of India recognize the opposition to the reform and reverse the direction of economic policies.
  4. We demand that the uneconomic power sector polices that lead to high cost power which would damage national capability in all sections particularly agriculture and industry should be stopped. This implies that the following policies be reversed:
    1. Unbundling of State Electricity Boards.
    2. Privatisation of transmission and distribution.
    3. Permitting high cost independent power plants.
    4. Privatisation and disinvestments of Central Public Sector Undertakings in the power sector and Electrical capital goods sector
  5. Further implies:-
    1. Restoring the State Electricity Boards where they have been unbundled.
  6. Increasing State funding of power to ensure a 7% to 9% rate of growth of the power sector.
  7. We demand that the Government of India abandon the proposal to introduce the Electricity Bill in the forthcoming monsoon session of the Parliament. Government of India should continue to fund electricity sector in the States as has been done in the last five decades since independence.
  8. We demand that the Government discuss with the National Coordination Committee of Electricity Employees and Engineers.
  9. In case the Government of India does not take this resolution seriously the National Coordination Committee of Electricity Employees and Engineers will launch a campaign which would finally end up in a total strike.

The resolution was adopted unanimously.

The convention was of the opinion that power policy being part of new economic policy against which nation wide agitation has been launched by the central Trade Unions and therefore the Electricity Employees and Engineers should support and coordinate launched by Central Trade Unions. Therefore, the following resolution was moved and adopted unanimously

Resolution

The National Convention of Electricity Employees and Engineers were happy to note that All Central Trade Unions namely INTUC, AITUC, B.M.S, CITU, H.M.S., H.M.K.P., etc. and almost all Independent Federations joined together and announced a programme of agitation in the fight against New Economic policy. Er. K.C Naikwad presented the resolution before the delegates, which was seconded by Com. H.N. Mishra.

1. Against thoughtless privatisation of the profit making and potentially viable PSU's including strategic Defence Sector Industries.

1. Against withdrawal of quantitative restriction against imports as per WTO conditionalities.

1. Against the move to change the Labour Laws in favour of employers.

1. For immediate enactment of a comprehensive legislation for agricultural workers.

1. Against the policies leading to joblessness and unemployment.

As a part of above agitation it is proposed to conduct a demonstration before the Parliament on 24th July 2001,the Electricity Employees under the banner of the National Co-ordination Committee of Electricity Employees and Engineers’(NCCOEEE) to coordinate with the agitation of Central Trade Unions to fight against New Economic policy.
