CIRCULAR

NCCOEEE National body met at Delhi on 1st December, 2015. A few minutes before the commencement of the meeting, Secretary (L&E), Govt. of India invited us for a meeting in his office at 12.30 to discuss the issues related to our strike notice. In view of our scheduled meeting at 12.00 noon, the Labour Department meeting was deferred to 2.00 PM. All available NCCOEEE leadership took part in the meeting, keeping NCCOEEE meeting adjourned at 1.30 PM. Jt Secretary (Power) & Central Labour Commissioner were also present in the meeting convened by Secretary (L&E).

Secretary (Labour & Employment) was apprised the background of the dispute by the NCCOEEE leadership & Joint Secretary (Power). On the part of the Govt. it was clarified that the modified Bill couldn't be placed in the public domain, as it has been placed in the Agenda of Cabinet. They confirmed that the Bill will be released for public information before it is placed in the Parliament. Secretary (L&E) informed that the MIC (Power) is not available in Delhi. So, further discussion may be held on his return to Delhi on 4th December, 2015.

NCCOEEE Meeting was resumed at 3.30 PM. As conciliation process has been started, NCCOEEE decided to postpone the strike and send a letter to MIC(Power) conveying NCCOEEE decision to resume further course of discussion. It has also been mentioned in the letter that at the event of further proceeding of Govt without discussion, NCCOEEE constituents will go for one day strike on the day of placement of the Bill in the Parliament, without further notice.

1. All units of NCCOEEE constituents should continue further course of action by sending FAX/E-mail to Power Minister on 4th December, 2015 as per text mentioned below:

Stop enactment process of Electricity (Amendment) Bill, 2014 pending discussion with NCCOEEE as committed by you on 6th November, 2015

2. Protest Demonstration will be organized jointly on 8th December in all the State/Dist HQs and major Power installation to raise voice of protest against unilateral action of the Govt. towards enactment of Electricity (Amendment) Bill, 2014.

3. Public Convention, Meeting, Rally and all other forms of agitation and campaign should continue.
